I have exactly the same problem as Amt0571 above, in that my tuner dongle worked perfectly under Win7 64-bit - at that stage, I was using Presto (that came with the dongle) or Windows Media Center (not available with Win10). Thanks Martin but I could only see the HD Audio Codec, nothing specifically for the Realtek 2832U TV Tuner dongle - although I may be showing my ignorance of how these things work! I have also emailed Realtek in Taiwan and in the US but no response.
